Delivery of Disaster Crisis Management Services Towards Sustainable Public Governance Policy in the Provincial Government of Davao Del Norte

Abstract

This study examines Disaster Crisis Management Services in Davao del Norte, focusing on Disaster Preparedness and Response. Given the province’s vulnerability to flooding, it explores gaps between public perception and government capacities in crisis response. Using a Quantitative-Descriptive Correlational Method, the research surveyed the general public and government disaster management personnel, assessing Ability, Competence, Organization, and Trust. Grounded in High Reliability Organization Theory, Stakeholder Theory, and Social Evaluation Theory, the study reveals discrepancies between public expectations and government preparedness. Findings highlight challenges in resource allocation, personnel capacity, and public trust, informing policy recommendations for a Sustainable Public Governance Policy. The study underscores the need for strengthened crisis communication, capacity-building, and institutional reforms in disaster risk management.
