Towards Philippine Tesda: Benchmarking Korean Model

Abstract

Technical and Vocational Education and Training (TVET) plays a critical role in workforce development, inclusive growth, and national competitiveness, particularly in the context of globalization, labor mobility, and rapid technological change. This study examines the Technical Education and Skills Development Authority (TESDA) of the Philippines through a benchmarking lens, drawing insights from international TVET models—most notably the Republic of Korea’s TVET system—to strengthen Philippine TVET governance, training delivery, and certification mechanisms. The study also highlights TESDA’s Overseas Assessment Program (OAP) as a strategic innovation that extends competency assessment and certification services to Overseas Filipino Workers (OFWs), enhancing employability, job retention, and global recognition of Filipino skills. Using a descriptive and analytical research design, the study analyzes policy documents, national plans such as the National Technical Education and Skills Development Plan (NTESDP), program records, and comparative international practices. Findings reveal that while Philippine TVET has made significant strides in access, certification, and overseas service delivery, persistent challenges remain in industry alignment, technology integration, and equitable participation. The study proposes strategic directions for TESDA that emphasize international benchmarking, digital and flexible learning systems, industry collaboration, and lifelong learning to ensure a responsive, inclusive, and globally competitive Philippine TVET system.
