Abstract
The transition toward Industry Revolution 5.0 (IR 5.0) emphasizes human-centricity, sustainability, and intelligent collaboration between humans and advanced technologies, necessitating a redefinition of leadership and human resource management (HRM) frameworks in public sector institutions. This study aims to develop a Human Resource Leadership Management Framework for the Bureau of Customs (BOC) that supports organizational performance within the context of IR 5.0. Specifically, it examines the extent to which HRM IR 5.0 management leader characteristics, management leadership practices, and leadership management core competencies are practiced and how these competencies moderate leadership effectiveness. Employing a descriptive quantitative research design, the study utilized a structured questionnaire administered to HRM administrators of the Bureau of Customs. Data were analyzed using descriptive statistics, t-tests, ANOVA by factors, and regression analysis to determine levels of practice, moderating effects, and relationships among variables. The findings reveal that HRM IR 5.0 leadership characteristics, management leadership practices, and core competencies are practiced to a great extent, with statistically significant results. Moreover, leadership management core competencies significantly moderate the relationship between leader characteristics and management leadership practices. Based on the findings, the study proposes a Human Resource Leadership Management Framework that integrates human-centric leadership, technological readiness, and competency-based HRM to enhance organizational performance in the Bureau of Customs. The framework contributes to leadership development, public sector governance, and HRM transformation in the era of Industry 5.0.
