Abstract
Public sector organizations operate within highly dynamic external environments characterized by globalization, technological advancement, regulatory pressures, and heightened public accountability. In such contexts, leadership performance becomes a critical determinant of organizational effectiveness and adaptability. This study examines the influence of the external environment and organizational change on leadership performance in the Bureau of Customs (BOC), with the end view of developing a leadership performance framework responsive to contemporary governance challenges. Using a descriptive–correlational research design, the study gathered data from selected BOC personnel through a structured questionnaire measuring external environmental factors, organizational change dimensions, and leadership performance indicators. Data were analyzed using descriptive statistics, correlation analysis, and regression techniques to determine levels, relationships, and predictive effects among the variables. The study is anchored on established leadership and change management theories, including strategic leadership theory and organizational change models. Findings indicate that external environmental pressures and organizational change initiatives significantly influence leadership performance in the BOC. Leaders who effectively manage change, adapt to environmental demands, and demonstrate strategic and ethical leadership exhibit higher levels of performance. Based on the results, the study proposes a Leadership Performance Framework that integrates environmental responsiveness, change management capability, and leadership effectiveness to strengthen governance and organizational outcomes in the Bureau of Customs.
