Preparing Maritime Professionals for Emerging Threats

Abstract
The maritime industry, a critical backbone of global trade, is increasingly confronted with complex and multidimensional threats driven by health crises, rapid digitalization, climate change, and geopolitical instability. This study examines the preparedness of Filipino maritime professionals in responding to these emerging challenges, recognizing their significant contribution to the global maritime workforce. Despite their established competence, gaps persist in aligning maritime education and training (MET) systems with evolving global demands, particularly in cybersecurity, digital transformation, and environmental sustainability. Using a qualitative-descriptive research design, the study employed thematic content analysis of international reports, government publications, policy briefs, and industry case studies. The analysis focused on key domains such as cyber-physical risks, automation, repatriation logistics, climate-related disruptions, and regulatory developments. Findings reveal that maritime professionals face heightened exposure to cybersecurity threats, digital skill gaps due to automation and artificial intelligence, vulnerabilities in crisis response systems highlighted by the COVID-19 pandemic, and increasing environmental and geopolitical risks affecting global shipping operations. The study identifies systemic barriers, including outdated training frameworks, fragmented policy responses, and limited integration of advanced technological competencies in MET programs. In response, it proposes an integrated framework emphasizing cyber-physical security training, modular upskilling in automation and AI, strengthened crisis management protocols, sustainability-focused education, and enhanced regulatory compliance mechanisms. The research underscores the need for a paradigm shift toward interdisciplinary, technology-driven, and globally aligned maritime education supported by strong public-private collaboration. Ultimately, this study contributes to the development of a resilient, future-ready maritime workforce by offering strategic directions for institutional reform, capacity building, and sustainable global competitiveness.
