Abstract

Barangay tanods serve as civilian volunteers appointed by the Punong Barangay upon recommendation of the Barangay Peace and Order Council. They assist in enforcing laws, ordinances, and regulations within their communities by conducting regular patrols, responding to emergencies, and acting as a deterrent to criminal activity. This study examines challenges encountered by barangay tanods in Barangay 177, Caloocan City, that impede their effectiveness in maintaining peace and order. This study employs a descriptive research design with purposive sampling to select ten barangay tanods and forty residents of Barangay 177, Caloocan City. Permission was obtained from local authorities, including Barangay 177 officials and Sub_Station 10. Data were collected through a comprehensive survey administered in person to both tanods and residents, focusing on demographic profiles, operational challenges, and resource needs. Analysis of respondent demographics revealed that 34 percent of barangay tanods were aged 18 to 25 years, indicating a predominantly young volunteer force. Respondents reported several operational challenges, including limited access to safety equipment, inadequate skills training, insufficient manpower, and underdeveloped communication systems. Resource constraints were cited as a primary factor hindering patrol effectiveness and timely response to incidents. The findings highlighted significant barriers to the performance of barangay tanods in Barangay 177. Limited logistical support reduced patrol coverage, while gaps in training undermined confidence and competence in handling security situations. Inadequate community engagement and unclear operational policies further weakened the tanods’ capacity to deter crime. The study recommends enhanced provision of safety gear, comprehensive skills development programs, improved communication infrastructure, and dedicated resource allocation to strengthen barangay tanod operations and community safety.
