Abstract

Community affairs programs play a critical role in modern policing by promoting stronger partnerships between law enforcement and the communities they serve. Their effectiveness greatly influences public trust, safety, and cooperation. This study aims to evaluate the community affairs programs of the Valenzuela City Police Station, focusing on their impact on community engagement, crime prevention, and public perception of the police. The findings seek to provide meaningful insights that can enhance the effectiveness of these programs and strengthen police-community relations. The researchers sought to evaluate the effectiveness of the community affairs programs implemented by the Valenzuela City Police Station. To assess community awareness and participation, a mixed-method approach was utilized, combining both qualitative and quantitative research methods. Data were collected and analyzed through surveys administered to selected respondents. The study involved a total of fifty (50) participants, comprising forty (40) residents and ten (10) police officers assigned to the Community Affairs Section of the Valenzuela City Police Station. The findings of the study revealed that out of fifty (50) respondents, nineteen (19) were aged 34 to 41 years, while four (4) were aged 51 and above. Among the respondents, twenty-six (26) were male and twenty-four (24) were female. Additionally, twenty (20) were classified as low-income earners, and eleven (11) had resided in or served Barangay Karuhatan for over sixteen (16) years. In terms of program effectiveness, the results showed that Program Implementation had an overall weighted mean of 3.59, interpreted as "Very Effective". Community Participation followed with a mean of 3.54, and Community Satisfaction scored 3.49, both also interpreted as "Very Effective". Regarding the challenges encountered, "Lack of funding" emerged as the most significant issue, identified by 40 out of 50 respondents. On the other hand, "Limited community engagement" was the least reported problem, with only 10 out of 50 respondents citing it. Based on the findings, the study recommends improving community participation and fostering stronger collaboration between barangay officials and law enforcement agencies. Additionally, it is advised to provide comprehensive training for barangay officials, police officers, and residents in mediation and conflict resolution techniques to promote effective community engagement and strengthen peacekeeping efforts at the local level.
