Abstract

The Bureau of Jail Management and Penology (BJMP) Livelihood Program provides persons deprived of liberty (PDL) with income-generating opportunities during their confinement. These activities aim to help detainees earn for their personal needs and support their families. More importantly, the program seeks to equip PDLs with practical skills that may aid in their reintegration into society after release. This study assesses the impact of the BJMP livelihood program on former inmates, particularly in terms of skill development and community reintegration. The study utilized a descriptive research design and employed purposive sampling to select thirty (30) graduates of the penal institution in Payatas, Quezon City. These respondents were chosen based on their participation in the BJMP Livelihood Program. A structured survey questionnaire was used to gather data, with the researchers providing necessary assistance to ensure clarity and honest responses. Ethical considerations, including confidentiality and informed consent, were strictly observed throughout the data collection process. The assessment of the BJMP Livelihood Program’s effectiveness revealed that the majority of respondents strongly agreed that the program equipped them with marketable job skills. The high weighted mean values reflected strong satisfaction and a positive perception of the benefits gained through the program. These findings affirm the program’s effectiveness in enhancing the employability of former inmates and align with its goal of supporting their transition into productive societal roles. The results indicate that the BJMP Livelihood Program positively impacts the reintegration process for penal institution graduates. Respondents expressed strong agreement with the program’s success in developing relevant job skills and fostering stronger community connections. Additionally, high ratings for NGO and LGU funding support suggest confidence in the program’s sustainability. These outcomes highlight the importance of structured livelihood initiatives in promoting rehabilitation and reducing recidivism, ultimately contributing to safer and more inclusive communities.
