Abstract

Payatas, one of the most urbanized yet impoverished barangays in Quezon City, has long faced issues such as unemployment, poverty, and limited access to education and healthcare. The Quezon City Drug Treatment and Rehabilitation Center, located along Molave Street in Payatas B, implements programs focusing on the treatment, rehabilitation, and social reintegration of drug-dependent individuals. This study assesses the effectiveness of these programs by examining key indicators such as behavioral reformation, community recognition, reduced substance abuse, and improvements in employment and social functioning among participants. This study employs a descriptive research design to evaluate the rehabilitation program’s effectiveness. A total of 50 respondents were selected, comprising 25 office staff and 25 currently enrolled patients at the Quezon City Drug Treatment and Rehabilitation Center. Data were collected using a self-constructed questionnaire and structured interviews, focusing on program components such as treatment methods, staff qualifications, and aftercare support systems. Findings indicate that the program is perceived as "Very Effective" in terms of treatment delivery, the expertise of rehabilitation officers, and the presence of aftercare support. Respondents reported positive behavioral changes in participants, including reduced aggression, improved interpersonal relationships, and enhanced responsibility. Rehabilitation officers were found to be well-qualified, possessing training and certifications in counseling, psychology, or social work. The center also conducts regular follow-ups and offers sustained aftercare services to monitor progress and prevent relapse. The study concludes that the Quezon City Drug Treatment and Rehabilitation Center’s program is highly effective in supporting recovery and reintegration. The combination of professional intervention, structured treatment, and consistent aftercare has led to significant positive outcomes among participants. It is recommended that similar community-based rehabilitation models be replicated and supported, especially in high-risk urban areas, to address substance abuse and promote long-term recovery.
