Abstract

This study examines challenges encountered by the Philippine National Police Cybercrime Group at Camp Karingal, Quezon City, with the aim of identifying obstacles that affect operational effectiveness. It focuses on key dimensions such as training competency, logistical support, and availability of investigative facilities, and highlights the importance of addressing these issues to enhance cybercrime response capabilities. This study employs a descriptive research design using a convenience sampling approach. A total of 100 participants—50 PNP Cybercrime Group officers and 50 community residents of Camp Karingal—completed a structured survey questionnaire. The instrument was reviewed by the research adviser for clarity and approved by the station commander and Punong Barangay before distribution. Questionnaires were personally delivered to participants, who were given time to respond before forms were collected. Data analysis included the computation of weighted means and rankings to determine the most significant challenges. Findings showed that 35 percent of respondents were aged 26 to 33 years, while 5 percent were aged 51 years and above. The average weighted mean for training competency was 3.05 (interpreted as strongly agree), for logistics was 2.60 (agree), and for innovative facilities was 3.10 (strongly agree). The most significant challenge identified was limited digital forensics capability, which hindered effective investigation and analysis. To address this issue, respondents proposed the provision of regular training and capacity_building programs on cybercrime investigation and digital forensics. The study highlighted critical gaps in digital forensics capability and resource support that impeded the effectiveness of the PNP Cybercrime Group at Camp Karingal. It underscored the need for enhanced training initiatives, improved logistical arrangements, and upgraded investigative facilities. Implementation of regular capacity_building programs and targeted infrastructure enhancements was expected to strengthen cybercrime response and sustain operational readiness. These recommendations provide a strategic framework for improving investigative outcomes and combating cybercrime more effectively.
