Abstract

This study examines challenges encountered by the Public Safety Management Department in enforcing traffic laws, rules, and regulations in Camarin, Caloocan City. It focuses on factors that affect enforcement effectiveness, including enforcer behavior, stress tolerance, and communication skills. By identifying these obstacles, this study seeks to inform targeted interventions that will enhance compliance, improve road safety, and strengthen departmental performance. This study entails research design, respondents of the study, sampling technique, instrument used, questionnaire, validation of the instrument, administration and retrieval of the instrument, and statistical treatment of data. Descriptive research is a methodological approach that seeks to depict the characteristics of a phenomenon or subject under investigation. Purposive sampling refers to a group of non-probability sampling techniques in which units are selected because they have characteristics that you need in your sample. To effectively conclude this study, the obtained data were analyzed to answer the research questions. Among the 50 respondents, 1 (2%) was aged 20–25, 9 (18%) were aged 26–35, 19 (38%) were aged 36–45, and 21 (42%) were aged 46 and above; 40 respondents (80%) were male and 10 (20%) were female. In terms of educational attainment, 31 (62%) were at the college level, 18 (36%) at the high school level, and 1 (2%) at the elementary level, indicating that most respondents had reached college. The respondents strongly agreed on the behavior of traffic enforcers, with a composite mean of 3.35 and the highest weighted mean of 3.70 for the statement that “traffic enforcers’ maximum tolerance or stress level can influence how they enforce traffic rules,” which ranked first. The results also revealed that the top strategy to improve traffic law implementation and enforcement in Camarin, Caloocan City was enhancing communication skills, which garnered 96% agreement. The findings highlighted that demographic factors such as age and education shaped enforcers’ perceptions of their roles, while high stress levels significantly hindered consistent rule application. Limited stress_management capacity and communication barriers emerged as key obstacles to effective enforcement. Addressing these issues through targeted stress_management training, communication workshops, and ongoing performance evaluations was expected to bolster enforcement consistency and improve overall traffic law compliance in Camarin.
