Abstract

Peace and order are essential foundations for the development and sustainability of any community. In urban settings such as Barangay Holy Spirit in Quezon City, maintaining peace and order is a complex challenge influenced by population growth, rapid urbanization, and socio-economic disparities. This study aims to evaluate the effectiveness of the Peace and Order Program implemented in Barangay Holy Spirit in terms of its key components, strategic approaches, and stakeholder involvement. A descriptive-quantitative research design was utilized in this study. A total of fifty (50) respondents—composed of barangay officials, members of the barangay patrol unit, and community residents—were selected using purposive sampling. The study focused on collecting and analyzing the perceptions and experiences of these respondents regarding the implementation of the Peace and Order Program. The majority of respondents were male, aged either 18–23 or 42 and above, and were primarily high school graduates. The program was generally rated as "Very Effective" across all three areas: program components, implementation strategies, and stakeholder involvement. However, the most significant issue identified was the lack of effective communication between barangay officials and residents. The top recommended solution was the establishment of a 24/7 emergency response hotline, which received the highest frequency (47 responses, or 11.96%). The findings suggest that while the Peace and Order Program in Barangay Holy Spirit is effective, enhancements are needed to improve communication and responsiveness. It is recommended that the barangay implement a multi-sectoral action plan, including community engagement initiatives, emergency readiness programs, and consistent communication channels. Proposed budget allocations include ₱1,000,000 for training, tools, and oversight; ₱150,000 for information dissemination through forums, social media, and a Barangay Information Desk; ₱350,000 for establishing a 24/7 emergency hotline and Quick Response Team; and ₱200,000 annually for monitoring, community feedback, and evaluation. These initiatives aim to create a safer and more responsive community.
