Performance of Station Search and Rescue Team of QCPD Station 4 During Disaster in Novaliches, Quezon City

Abstract

This study aims to evaluate the performance of the Search and Rescue (SAR) Team of QCPD Station 4 during disaster situations in Novaliches, Quezon City. In recent years, natural disasters have inflicted severe damage, creating crisis conditions that have threatened lives and property. Efficient disaster response—particularly in search and rescue operations and health monitoring—requires accurate, timely identification and localization of affected individuals. These operations play a vital role in minimizing casualties and ensuring public safety during emergencies. This study adopted a quantitative research approach to systematically gather and analyze data related to the performance of the QCPD Station 4 Search and Rescue Team. A purposive sampling technique was used to select participants with relevant experience in disaster response. Permission to conduct the study was obtained from the research adviser. The respondents consisted of fifty (50) PNP personnel from the Station Search and Rescue Team, who provided insights based on their involvement in search and rescue operations. Data were collected using a researcher-made survey questionnaire, which was distributed and retrieved personally to ensure complete and timely responses from all participants. Most of the respondents were male, aged between 36 and 41 years old. The results show that the respondents strongly agreed with the effectiveness of the QCPD Station 4 Search and Rescue Team in carrying out pre-disaster planning, actual search and rescue operations, post-disaster activities, and emergency response efforts. However, the study also revealed a major challenge: adverse weather conditions—including heavy rainfall, strong winds, and limited visibility—greatly hindered the team’s ability to reach and assist disaster-affected areas. To address this concern, an action plan has been developed to enhance the team's performance under such conditions. To improve the overall safety and efficiency of Search and Rescue (SAR) operations, it is essential to provide all personnel with appropriate Personal Protective Equipment (PPE) tailored to the specific operational environment. Regardless of their role or when they join the operation, every member must be properly equipped to ensure maximum protection. This initiative is projected to take 1–2 months to implement, with an estimated budget of ₱300,000 allocated for PPE procurement, replacement, maintenance, and personnel training. Furthermore, regular inspection and upkeep of SAR equipment should be prioritized to maintain optimal performance. A detailed maintenance schedule should be developed based on the manufacturer's recommendations and actual usage conditions.
