Abstract

The Philippine National Police (PNP) faces persistent challenges in managing large volumes of criminal reports due to reliance on traditional, paper-based methods. These outdated approaches lead to delays in report preparation, inconsistent data recording, limited access to and analysis of information, and poor information-sharing among police units. Addressing these inefficiencies is essential for improving operational effectiveness and timely criminal investigations. This study employed a correlational research design involving two groups: ten (10) Police Commissioned Officers (PCO) and forty (40) Police Non-Commissioned Officers (PNCO), totaling fifty (50) respondents from Police Station 5. Using a probability sampling technique, the researchers gathered necessary data through survey questionnaires. The study aimed to explore relationships between reporting system practices and the efficiency of handling criminal cases within the Philippine National Police. The study found that the most highly supported measures to improve the Philippine National Police (PNP) E-Projects were: (1) training police officers to deliberately operate the Crime Incident Data Management System (CIDMS) and (2) conducting simulated cyberattacks to enhance system security, both receiving a 74% approval rate (frequency of 37). These strategies aim to address recurring problems in managing police records by ensuring officers are equipped to navigate the technical complexities of the system and by reinforcing system defenses against potential failures or breaches. Selecting and properly training officers to maintain the E-Projects is essential for safeguarding sensitive data and ensuring the continuous functionality and accuracy of the CIDMS. The study highlights that the Philippine National Police (PNP) E-Projects—including the E-blotter, E-warrant, and E-rouge gallery—are effective tools in enhancing the accuracy and efficiency of police records management. These systems support overall operational functionality. However, challenges persist in the selection and assignment of qualified police officers to maintain and operate these systems. To address this gap, the study recommends deliberate training for officers on the Crime Incident Data Management System (CIDMS) and implementing simulated attacks to improve system security and resilience.
