Abstract

The persistent rise in cases of Violence Against Women and their Children (VAWC) in the Philippines remains a critical social issue, despite the enforcement of Republic Act No. 9262, also known as the Anti-Violence Against Women and Their Children Act of 2004. This legislation is designed to protect women and children from various forms of abuse, including physical, emotional, psychological, and economic violence. However, recent data indicate a significant increase in VAWC cases, particularly in Barangay Holy Spirit, Quezon City, where physical abuse has emerged as the most frequently reported form of violence. This study employed a descriptive research design to thoroughly analyze the perceptions of key stakeholders, including police officers, victims, and community members, regarding the response of the Philippine National Police (PNP) to cases of Violence Against Women and Children (VAWC). The descriptive design is well-suited for capturing detailed insights into real-world experiences and attitudes. Purposive sampling was used to select participants who were directly involved or had relevant knowledge of the issue, ensuring that the data gathered was meaningful and reflective of the population's perspectives. The majority of the respondents were female, aged 18 to 25, and at least high school graduates. Respondents agreed on key aspects such as awareness, operational procedures, coordination with other LGUs and/or NGUs, and community engagement. This indicates that most of them are knowledgeable about their rights and the protections provided under RA 9262. The primary issue identified in the assessment of WCCS Station 14’s response to VAWC cases in Barangay Holy Spirit, Quezon City, was insufficient community engagement. To address this concern, the study recommends the implementation of regular information dissemination campaigns and training programs for both police officers and community members. The PNP Women’s Desk Officers, in partnership with the Local Government Unit (LGU) and relevant NGOs, should organize monthly community outreach programs to promote awareness of Republic Act 9262. These efforts will help ensure that residents are informed about the legal protections available to women and children. Additionally, continuous follow-up and the establishment of a comprehensive support system for VAWC victims in Barangay Holy Spirit are essential to provide sustained assistance and promote their safety and well-being.
