Abstract

Communities are the foundation of civilization, bringing together individuals of diverse cultures, beliefs, and backgrounds. Within these communities, leaders and peacekeepers naturally emerge, as no one desires to live in fear or among criminal elements. This study evaluated the performance of Barangay Patrol Units, officially known as Barangay Public Safety Officers (BPSOs), as first responders to crime-related incidents in Barangay Bag-bag, Quezon City. In the Philippine context, barangay tanods serve as essential figures in maintaining peace and order, often acting as the initial point of contact before formal law enforcement arrives on the scene. A total of fifty (50) respondents participated in the study, including 30 residents, 10 barangay officials, and 10 police officers residing within the jurisdiction of Barangay Bag-bag, Quezon City. The researchers considered this sample size sufficient to represent the community and capture a range of perspectives. The study employed a descriptive research method to gather relevant data. A structured survey questionnaire was used to assess the performance of Barangay Patrol Units as first responders to crime-related incidents. The data collected provided detailed insights and served as the foundation for interpreting the quantitative findings. The study found that the performance of Barangay Public Safety Officers (BPSOs) was generally commendable, with respondents strongly agreeing that the officers consistently respected human rights and enforced laws fairly. Despite this, a major concern raised by all 50 respondents were the need for regular updates on current crime trends, which they deemed essential for improving the BPSOs' effectiveness as first responders. Furthermore, respondents emphasized the importance of continuous training in modern crime prevention techniques, timely access to crime data, and the provision of appropriate safety equipment. The study suggests conducting consistent patrols, especially in areas prone to criminal activity, to strengthen deterrence and enhance community safety. It also highlights the importance of improving coordination with local law enforcement by organizing joint training programs and developing a comprehensive barangay-police partnership plan to ensure more effective crime prevention and response.
