Abstract

This study explores factors affecting local engagement at Otso-Otso Falls in San Jose del Monte, Bulacan, and proposes a development plan for sustainable tourism. Despite its natural appeal, limitations in infrastructure, accessibility, and visitor satisfaction reduce its potential. Addressing these gaps is essential to improve participation, visitor retention, and long-term site development. A quantitative research design was used, involving 69 respondents through survey questionnaires. Data were analyzed using descriptive and inferential statistics, including weighted mean, Pearson’s r, and z-tests, to determine relationships among variables such as facilities, accessibility, and safety. Most visitors were aged 18–24 and visited for nature appreciation. Cleanliness, water quality, and recreational adaptability were rated positively. However, poor infrastructure and limited transport access were key concerns. Facilities like toilets, benches, signage, and parking influenced participation. Visit frequency and purpose affected satisfaction, while safety and cleanliness increased engagement. Findings emphasize improving infrastructure, accessibility, and safety. The proposed plan promotes eco-friendly development, better transport, and community involvement. Addressing these gaps can strengthen Otso-Otso Falls as a sustainable ecotourism destination.
