Abstract

This study examined the effectiveness of Molave Youth Home in Barangay Payatas B, Quezon City, as a rehabilitation facility for Children in Conflict with the Law (CICL). It evaluates the facility’s effectiveness in terms of rehabilitation, reintegration, and transformation, identifies challenges encountered in implementing rehabilitation programs, and determines whether significant differences exist in the perceptions of Rehabilitation Workers, Women and Children Protection Desk (WCPD) personnel, and Barangay Officials. The research employed a descriptive quantitative design using a self-made survey questionnaire as the primary data-gathering instrument. Respondents included 30 Rehabilitation Workers, 3 WCPD personnel, and 3 Barangay Officials, totaling 36 participants. Data were analyzed using frequency and percentage distribution, weighted mean, ranking, and the Kruskal-Wallis H Test to determine differences among respondent groups. Molave Youth Home was rated “Very Effective” in rehabilitation (mean = 3.40), reintegration (mean = 3.38), and transformation (mean = 3.44), with transformation receiving the highest mean. The Kruskal–Wallis test indicated no significant differences among the assessments of Rehabilitation Workers, WCPD personnel, and Barangay Officials. Common challenges included escape attempts and high levels of stress and burnout among personnel. Respondents perceived Molave Youth Home as effective in rehabilitation, transformation, and reintegration of Children in Conflict with the Law. Operational concerns involving staff burnout and security indicate a need for continuing program improvement. The study recommends strengthening staff well-being initiatives, institutional security and supervision, and family- and community-based support systems.
