Abstract

This study assessed respondents’ perceptions of the effectiveness of traffic-management practices in Barangay West Fairview, Quezon City. It examined intersection control, policies concerning vehicle ownership, traffic-light management, and common congestion-related problems experienced by residents, commuters, and motorists. The study used a descriptive research design. A structured questionnaire was administered to selected traffic enforcers, commuters, and motorists in the area. Data were analyzed using frequency, percentage, weighted mean, and ranking. Respondents generally rated the existing traffic-management system as effective. Traffic-light management and intersection control were described as very effective, while limiting vehicle ownership was rated effective but in need of stronger policy implementation and coordination with higher-level government agencies. Being late for work or school was the most commonly reported congestion-related problem. Respondents also expressed favorable views of the proposed recommendations. The findings describe favorable perceptions of selected traffic-management practices and identify areas for possible policy and operational improvement. Suggestions involving interagency coordination, intelligent traffic systems, adaptive signals, public transportation, carpooling, and awareness campaigns were not evaluated in the study and should be presented as recommendations. Because no traffic-volume, travel-time, queue-length, or before-and-after data were reported, the study does not establish that the existing or proposed strategies reduced congestion.
