Abstract
Traditional information-dissemination methods, such as megaphones, physical posters, and word of mouth, are often localized and may be too slow for urgent situations. The absence of centralized digital records can also make it difficult for local government units (LGUs) to organize community alerts and evaluate public-safety campaigns. This project addressed communication challenges in barangay communities during events such as natural disasters and public-health emergencies by developing a centralized, AI-assisted public-safety campaign-management system. The project used a developmental research design guided by Agile Scrum to support iterative development, stakeholder feedback, and incremental delivery. The system included modules for campaign planning and calendars, a repository for campaign materials, target-group segmentation, event and seminar management, survey and feedback collection, campaign analytics and reports, and integration with health and police systems. The completed system digitized selected barangay public-safety processes and provided tools for campaign management, alerts, audience targeting, feedback collection, and reporting. Users reportedly found the system helpful and easier to use than the previous manual approach. The project suggests that a localized digital platform may support more organized and timely public-safety communication. Nevertheless, the reported findings do not establish that the system increased resident trust, compliance, or emergency responsiveness. These outcomes require direct measurement and comparison with the previous communication process.
