Abstract

The Department of Social Welfare and Development (DSWD) is a key provider of financial assistance to beneficiaries such as senior citizens, persons with disabilities, indigent families, and pregnant women. However, congestion, delays, accessibility issues, and beneficiary dissatisfaction continue to occur during payout transactions. This study examined the DSWD payout process for vulnerable groups as a basis for improving the activity. A quantitative research design was used, with data collected through a modified questionnaire using a 4-point Likert scale. The sample comprised thirty (30) respondents identified as members of vulnerable sectors. Data were analyzed using frequency and percentage distributions and standard deviation. The results indicated that a substantial proportion of respondents were senior citizens aged 51–60 years. Recipients generally agreed that the payout process was accessible, timely, and satisfactory. However, overcrowding, long queues, limited accessibility, and payout delays were identified as the primary challenges during payout operations. The findings may serve as a reference for improving DSWD payout processes and for future studies on public service delivery and social welfare programs. Although respondents were satisfied with personnel assistance and venue facilities, crowd management, planning, and information dissemination still required improvement. The study concluded that enhanced employee training, stronger coordination with local government units, and improved payout venue management may increase efficiency and beneficiary satisfaction.
