Abstract
The Educational sector recognizes that human resources play a vital role in achieving institutional effectiveness and service quality. In private academic institutions such as Holy Rosary College Foundation, Incorporated, Administrative staff serve as the operational backbone that supports academic processes, student services, and internal coordination. Despite the strategic importance of administrative personnel, many studies focus primarily on faculty development, leaving limited empirical evidence on the effectiveness of training and development programs for non-teaching staff in educational settings. This study addresses this gap by examining the effectiveness of training and development programs of administrative staff and how these programs contribute to their work performance. A descriptive quantitative research design was used to determine the effectiveness of training and development programs of the administrative staff. Sixty administrative staff members served as respondents through purposive sampling. Data were gathered using a validated researcher-made survey questionnaire. Statistical tools used included frequency, percentage, weighted mean, standard deviation, t-test, and one-way ANOVA. Results showed strong agreement among respondents regarding the training and development programs, particularly in relevance of training content (WM=3.57), opportunities for application of skills (WM=3.55), trainer competence (WM=3.52), frequency and duration (WM=3.42), and adequacy of training resources (WM=3.35), with relevance of training content ranked highest, emphasizing the importance of well-aligned learning activities. Meanwhile, the effectiveness of training programs was rated Very Effective, with work quality (WM=3.59) ranking highest, followed by customer service orientation (WM=3.57), initiative and problem-solving (WM=3.53), efficiency and timeliness (WM=3.44), and teamwork and cooperation (WM=3.42). Indicating that effective training and development implementation enhances administrative performance and overall service quality. In conclusion, the institution’s training and development programs are well-implemented, relevant, and effective in supporting administrative staff performance. The findings highlight the importance of sustained and well-structured training initiatives as strategic tools for workforce development and organizational success.
