Abstract

This study assessed the level of awareness among residents, store owners, and barangay officials in Barangay Commonwealth, Quezon City regarding the implementation of Quezon City Liquor Ordinance No. NC-085, Series of 1989. The ordinance regulates the sale of alcoholic beverages, prohibits selling to minors, controls selling hours, and imposes penalties for violations. Using a descriptive-quantitative research design, the researchers surveyed 60 respondents, composed of 30 residents, 20 store owners, and 10 barangay officials, through a validated questionnaire. Data were analyzed using frequency, percentage, weighted mean, ranking, and Likert scale to measure awareness and perceptions. Findings showed that respondents were predominantly 18–30 years old, male, single, and at the college level. Overall, participants demonstrated moderate awareness of the ordinance but showed gaps in understanding specific provisions, enforcement procedures, and penalties. Respondents generally agreed that issues such as selling liquor to minors (2.65), consumption by minors (2.93), and minors using fake IDs (2.77) remain concerns. Statistical analysis indicated significant differences among responses, leading to the rejection of the null hypothesis. Common problems identified included weak monitoring, inadequate ID verification by some store owners, and minors finding ways to bypass restrictions. The study concludes that increasing awareness and strengthening enforcement are essential for better compliance. It recommends launching public awareness campaigns targeting minors, improving coordination between barangay officials and store owners, and assigning additional personnel for monitoring to enhance the effectiveness of liquor ordinance implementation.
