Abstract
The study examined the effectiveness and implementation of the Oplan Galugad Program as a strategy to maintain peace and order in communities. Implemented by the Philippine National Police, the program involves surprise inspections in detention facilities, residential areas, and other locations to recover illegal drugs, firearms, and contraband, reduce criminal activity, and strengthen discipline among detainees. The research emphasized the importance of community perception in determining the program’s success, particularly in relation to public trust, safety awareness, and cooperation between residents and law enforcement. The study aimed to assess the program’s efficiency in crime prevention and examine how the community perceived its implementation. A descriptive research design was employed. Data were collected through surveys and interviews among selected residents, barangay officials, and police personnel. This approach allowed the researchers to gather both experiential insights and measurable perceptions regarding the implementation, strengths, and challenges of the program within the community. Findings revealed that the program was generally effective in detecting illegal activities and enhancing the community’s sense of safety. Increased police visibility contributed to heightened vigilance and awareness among residents, which discouraged criminal behavior. However, several issues were identified, including occasional mishandling of evidence, inadequate coordination among personnel, and concerns regarding the observance of human rights. Some residents reported fear, discomfort, and confusion during inspections, particularly when procedures were not clearly explained. These concerns negatively influenced trust and community cooperation despite recognition of the program’s necessity. The study highlighted that community perception significantly affects the effectiveness of the Oplan Galugad Program. Transparent communication, professionalism, respect for human rights, and proper procedural implementation were identified as essential factors in strengthening public trust. The findings suggest that when law enforcement clearly communicates objectives and ensures fairness during operations, residents become more supportive and cooperative. Overall, a positive community perception was found to be crucial in improving program implementation, sustaining public confidence, and promoting collaborative crime prevention efforts.
