Abstract
This study examines the effectiveness of the Barangay Disaster Risk Reduction and Management Committee in addressing flood risks in Barangay San Agustin, Novaliches, Quezon City., where flooding remains a recurring hazard in urban communities, with approximately 25,355 residents facing heighted vulnerability during typhoon seasons, particularly in flood-prone zones like Tawid Sapa-1, Sitio Kawayan, Pinyahan, Jordan Dulo and Bagong Tuklas. Guided by Republic Act 10121 and McEntire’s Theory of Emergency Management, the study aimed to assess the level of effectiveness of the Barangay Disaster Risk Reduction and Management Committee in terms of preparedness, response, prevention, and recovery, determine differences in perceptions based on selected demographic variables, and identify the major challenges encountered in implementing flood risk reduction measures. A quantitative descriptive research design was applied using purposive sampling. Data were collected from fifty (50) respondents, consisting of ten (10) barangay officials & admin staff and forty (40) barangay residents, through a structured and validated survey questionnaire. Statistical tools such as frequency and percentage distribution, weighted mean, four-point Likert scale, ranking and T-test were used for data analysis. Results showed that respondents generally perceived the BDRRMC as effective in managing flood risks, with preparedness and prevention rated highest, followed by response and recovery. Age showed a significant difference in perception, while sex and length of residency showed no significant difference. Major challenges included poor drainage maintenance, limited budget allocation, and shortage of rescue equipment and emergency supplies. The study concludes that while the Barangay Disaster Risk Reduction Management Committee shows effectiveness in flood risk management, there is a need to improve infrastructure maintenance, increase budget allocation, enhance equipment, and encourage community participation. The proposed plan addresses these gaps and aims to strengthen disaster preparedness and resilience. The findings can guide policy, program development, and future research on community-based disaster risk reduction and management.
