Abstract

This study assessed the influence of youth council programs on community engagement among young residents of Barangay 171, Bagumbong Dulo, Caloocan City. Guided by Community Youth Development Theory, it examined the contribution of youth council programs to positive change, crime prevention, skills development, and youth participation in barangay activities. It also described respondents’ demographic profiles, tested differences in program assessments, and identified problems encountered in implementing youth council programs and activities. The study used a quantitative survey design. Stratified purposive sampling was used to select 50 respondents, including youth residents, Sangguniang Kabataan members, barangay officials, police community-relations officers, and PNP Women’s Desk officers. Data were analyzed using frequency, percentage distribution, weighted mean, ranking, and the Kruskal–Wallis H test. Most respondents were aged 21–25 years, male, and single. Youth council programs were assessed as having a positive influence on community engagement. The highest-rated indicator was that youth residents’ participation in community projects through the youth council enhanced the barangay’s physical and social environment (mean = 3.58, Strongly Agree). The Kruskal–Wallis H test showed no significant differences in assessments of positive change, crime prevention, and skills development. The study concluded that youth council programs played an important role in community engagement and youth development in Barangay 171. Youth leaders are encouraged to strengthen participation, communication strategies, leadership capacity-building, and appropriate community-based programs.
