Abstract

This study examined how the staff of Barangay Gulod, Novaliches, Quezon City implemented Republic Act No. 11313, also known as the Safe Spaces Act. The research aimed to evaluate the level of awareness, enforcement, and effectiveness of the law in preventing gender-based sexual harassment in public spaces within the barangay. Barangay-level implementation plays a crucial role in the success of Republic Act No. 11313, as local government units, including barangays, are mandated to establish policies that ensure safe and respectful environments for all individuals. The study utilized a descriptive research design. A total of fifty (50) respondents participated, consisting of twenty (20) barangay officials and thirty (30) barangay residents. Data were collected through structured questionnaires focusing on respondents’ awareness of the law, perceived effectiveness of its implementation, and challenges encountered during enforcement. The responses of barangay officials provided insights into institutional compliance and enforcement efforts, while residents’ responses reflected community awareness and personal experiences related to the Safe Spaces Act. The findings revealed that the staff of Barangay Gulod, Novaliches, Quezon City demonstrated a positive and proactive commitment to implementing Republic Act No. 11313. The barangay conducted awareness campaigns, enforced relevant policies, and responded promptly to reported cases. These efforts contributed to creating a safer and more inclusive environment for residents. The overall results indicate that the effective implementation of Republic Act No. 11313 reflects the barangay staff’s dedication to promoting safety, respect, and gender sensitivity within the community. Their commitment to upholding human dignity, encouraging accountability, and strengthening community well-being highlights the importance of active barangay participation in ensuring the success of national laws at the local level.
