Effectiveness of Executive Order No. 26 in Barangay Bagbaguin, Valenzuela City

Abstract

This research assessed the implementation and effectiveness of Executive Order No. 26, which enforces a nationwide smoking ban, in Barangay Bagbaguin, Valenzuela City. The study aimed to determine the respondents’ demographic profile, evaluate the level of effectiveness of the smoking ban in terms of awareness, deterrence, manpower, and resources, identify differences in perceptions among barangay officials, police officers, and residents, recognize the challenges encountered during implementation, and develop an intervention program to strengthen enforcement and compliance within the community. A descriptive-quantitative research design was employed in this study. Purposive sampling was used to select fifty (50) respondents comprising barangay officials, police officers, and community residents. Data were gathered through a structured and validated questionnaire to ensure reliability and consistency of responses. Statistical tools such as frequency, percentage, weighted mean, and Analysis of Variance (ANOVA) were utilized to analyze the data and determine significant differences in the respondents’ perceptions regarding the implementation of the smoking ban. The findings revealed that the implementation of Executive Order No. 26 in Barangay Bagbaguin was generally rated as moderately effective across all measured variables. Among the four areas, deterrence was perceived as more effective compared to awareness, manpower, and resource allocation. The results further showed significant differences in the perceptions of barangay officials, police officers, and residents regarding the effectiveness of the smoking ban. Key challenges identified included weak coordination among implementing agencies, irregular monitoring and inspection activities, lack of visible smoke-free signage in strategic areas, continued smoking in high-risk public places, and limited awareness among residents about the specific provisions and penalties under the Executive Order. In response to the findings, a community-based intervention program was proposed to improve coordination, strengthen information campaigns, enhance monitoring and enforcement, ensure adequate resources, and promote community participation. The study concludes that while Executive Order No. 26 has supported smoke-free environments in Barangay Bagbaguin, its effectiveness can be further improved through sustained collaboration, continuous awareness efforts, consistent enforcement, and regular evaluation.
