Abstract

Substance abuse remains a major concern affecting public safety and community welfare in the Philippines. To address this issue, the government implemented the Drug Clearing Program, which combines law enforcement, prevention, education, and rehabilitation to eliminate illegal drugs at the barangay level. Barangay Bahay Toro, Quezon City adopted this program to reduce drug-related activities and promote community safety. This study evaluates the effectiveness of the Drug Clearing Program in reducing substance abuse, identifies challenges in its implementation, and proposes strategies for improvement. This study used a descriptive research design. Data were collected through a structured questionnaire distributed to selected residents of Barangay Bahay Toro. The instrument gathered information on respondents’ demographic profile, perceived program effectiveness, challenges encountered, and suggested improvements. Data were analyzed using frequency, percentage, weighted mean, and inferential statistics. The results of the study show that most respondents were aged 26–33 years old, predominantly female, college-educated, and had lived in Barangay Bahay Toro for 7–9 years. In terms of effectiveness, respondents rated the Drug Clearing Program as moderately effective in reducing drug-related incidents, increasing community awareness, and supporting the rehabilitation and reintegration of former drug users. Statistical analysis revealed no significant difference in the assessment of the program’s effectiveness when grouped according to demographic profile, indicating a consistent perception among residents. However, several challenges were identified, including limited access to rehabilitation services, weak coordination with law enforcement, insufficient community participation, and lack of continuous aftercare support. The results show that the Drug Clearing Program has contributed to reducing substance abuse in Barangay Bahay Toro, but improvements are still needed. Strengthening rehabilitation services, enhancing community engagement, improving coordination with law enforcement, and providing continuous aftercare and livelihood programs are essential to ensure long-term effectiveness and sustain a drug-free community.
