Abstract

This study examined the challenges encountered by barangay commonwealth officials: basis for community enhancement. It focused on limited digital tools, insufficient training, and limited resources and was anchored on the Scarcity Theory of Sendhil Mullainathan and Eldar Shafir. A quantitative descriptive design was used with 48 respondents (barangay officials, community stakeholders, and law enforcement personnel) selected through random sampling. Data were collected via a validated survey and analyzed using descriptive statistics and Analysis of Variance (ANOVA). Results revealed that respondents strongly agreed that barangay officials faced significant challenges related to limited digital tools, insufficient training of personnel, and limited resources. Among these challenges, limited resources and insufficient training were identified as the most critical limitations affecting the effective delivery of public services and the implementation of community development programs. The ANOVA results indicated significant differences among respondent groups across all challenge variables, which led to the rejection of the null hypotheses. Findings further showed that barangay officials played an essential role in promoting unity and cooperation, supporting youth development initiatives, strengthening disaster preparedness, and improving communication within the community. The results showed that barangay officials' ability to improve community development was greatly impacted by the issues that were found. Mullainathan and Shafir's Scarcity Theory states that local governance and decision-making were limited by a lack of resources, expertise, and digital tools. These limitations probably decreased the efficiency of community program implementation and service delivery. In order to promote more effective governance, greater community involvement, and sustainable community development in Barangay Commonwealth, Quezon City, the proposed strategic plan concentrated on capacity building, better resource allocation, and improved digital capabilities.
