Abstract

City Ordinance SP-2501, Series of 2016, or the Quezon City Gender and Development Code, aims to promote gender equality, prevent harassment, and ensure safe spaces. In Barangay Payatas, enforcement faces challenges due to low public awareness, traditional gender norms, and limited resources. Reports show 192 offenders monthly. This study seeks to examine the ordinance’s local implementation and its effectiveness in protecting women and LGBTQ+ individuals from street harassment. This study used a descriptive quantitative design to examine the implementation of City Ordinance SP-2501, Series of 2016 in Barangay Payatas. 80 respondents (10 police officers, 50 residents, 20 barangay officials) were selected via purposive sampling. Data were gathered using a validated survey questionnaire on demographics, information dissemination, compliance, penalties, and problems. Questionnaires were distributed with approval and retrieved immediately. Data were analyzed using frequency, percentage, AWM, and Kruskal-Wallis H Test, interpreted via a four-point Likert scale (SA, A, D, SD). For City Ordinance SP-2501, Series of 2016, most respondents were aged 26–33 years, married, male, and college graduates. Information dissemination (3.33), compliance (3.11), and penalties (3.25) were all interpreted as Agree. The Kruskal–Wallis H test showed no significant difference in assessments. The main problems were victims’ reluctance to report incidents and difficulty understanding the ordinance. An action plan was proposed to strengthen implementation. For City Ordinance SP-2501, Series of 2016, most respondents were aged 26–33 years, married, male, and college graduates. The findings indicated agreement regarding information dissemination (3.33), compliance (3.11), and penalties (3.25), with no significant differences among respondent groups. Victims’ reluctance to report incidents and difficulty understanding the ordinance were the leading problems. Recommendations focused on awareness, enforcement, community participation, policy support, and future research.
