Abstract

Peace and order programs are essential components of local governance in the Philippines. At the barangay level, these initiatives serve as the frontline mechanism for maintaining public safety, preventing crime, resolving conflicts, and promoting social harmony. Barangay 176-D, located in Bagong Silang, Caloocan City, is an urban community where maintaining peace and order remains a continuing challenge due to population density, socioeconomic factors, and limited resources. This study utilized a quantitative descriptive research design to assess residents’ perception of the peace and order program in Barangay 176-D, Bagong Silang, Caloocan City. Descriptive research is appropriate for determining the current status of a phenomenon and describing existing conditions without manipulating variables. Data were collected using a self-made structured questionnaire divided into three parts. The demographic profile revealed a balanced distribution of respondents across age groups, with the largest group belonging to ages 51 and above. In terms of sex, females slightly outnumbered males. Most respondents had reached college level education. Overall, findings indicate that the peace and order program is functioning effectively but requires improvements in resource enhancement and communication strategies. The findings suggest that awareness plays a crucial role in shaping residents’ perception of peace and order programs. High awareness levels indicate successful communication and visibility of initiatives. This aligns with the Community Mobilization Model, which emphasizes awareness as the foundation of participation and shared responsibility. In conclusion, while Barangay 176-D demonstrates effective peace and order management, continuous evaluation, community collaboration, and strategic improvements are essential to sustain long-term safety and harmony.
