Abstract

Urban congestion and obstruction of public roads remain major concerns in Metro Manila, affecting traffic flow, public safety, and economic activity. The Metropolitan Manila Development Authority (MMDA) is mandated to implement clearing operations to ensure that roads, sidewalks, and public spaces remain accessible and compliant with national and local regulations. In Barangay Commonwealth, Quezon City, clearing operations have been conducted to remove illegal structures, unauthorized vendors, and other obstructions. However, the effectiveness of these operations largely depends on the level of compliance among residents, vendors, and stakeholders. This study examines the impact of compliance on the effectiveness and sustainability of MMDA clearing operations in Barangay Commonwealth. This study utilized a descriptive quantitative research design. Data were gathered through survey questionnaires distributed to selected residents, business owners, street vendors, and barangay officials in Barangay Commonwealth. A purposive sampling technique was employed to ensure that respondents had direct knowledge or experience regarding MMDA clearing operations. Statistical tools such as frequency distribution, percentage analysis, and weighted mean were used to analyze the level of compliance and its perceived impact on the success of clearing operations. The findings revealed that a moderate to high level of compliance significantly contributes to the effectiveness of MMDA clearing operations. Respondents reported improved traffic flow, reduced road obstructions, and enhanced public order when compliance was observed. However, the study also found recurring non-compliance due to economic factors, lack of alternative livelihood for displaced vendors, and inconsistent monitoring. The data indicate that sustained compliance leads to longer-lasting clearing outcomes, while low compliance results in repeated violations and the need for continuous enforcement. The results suggest that compliance plays a critical role in determining the overall success of MMDA clearing operations. While enforcement is necessary, long-term effectiveness depends on community cooperation, awareness campaigns, and coordinated efforts between the MMDA and local government units. Strengthening stakeholder engagement and providing support mechanisms for affected individuals may enhance voluntary compliance and reduce resistance.
