Abstract

Traffic and transport management plays a vital role in maintaining safety, order, and efficiency on public roads. In highly urbanized areas such as Quezon City, effective traffic regulation is necessary to reduce congestion, prevent road accidents, and promote discipline among road users. In Novaliches, Quezon City, the Traffic and Transport Management Department (TTMD) is tasked with managing traffic flow, installing and maintaining traffic signs, enforcing traffic laws, and responding to traffic-related incidents to ensure public safety. This study is anchored on Republic Act No. 4136, also known as the Land Transportation and Traffic Code of the Philippines (1964), which serves as the legal foundation for traffic regulation and enforcement in the country. This study used a quantitative descriptive research design. The researchers applied purposive sampling to select respondents who were directly relevant to the study. Data were gathered through a questionnaire and analyzed using frequency, percentage, and weighted mean to describe respondents’ profiles and assessments. To determine significant differences among the three groups of respondents, the Kruskal-Wallis H test was employed. Most respondents strongly agreed that Traffic and Transport Management Department officers in Novaliches, Quezon City effectively enforced traffic signs and regulations, assessed violations, and responded to traffic incidents. However, statistical analysis revealed significant differences among the three respondent groups across all assessed areas. The most frequently identified problem was limited awareness of traffic signs, which contributed to congestion and repeated violations, while insufficient manpower was the least frequently cited issue. The study shows that the respondents generally perceive the Traffic and Transport Management Department officers as effective in enforcing traffic laws, as reflected in the “Strongly Agree” ratings across all assessed areas. However, the significant differences in perceptions among the respondents suggest varying experiences and viewpoints regarding enforcement practices. The major issue identified was the lack of awareness and understanding of traffic signs among drivers, which contributes to congestion and repeated violations. This implies that while enforcement efforts are present, strengthening information dissemination and driver education may further improve traffic discipline and management.
