Awareness Campaign Strategies Conducted by QCPD Station 6 on Republic Act No. 11313, or the Safe Spaces Act

Abstract

This study examined the awareness campaign strategies conducted by the Quezon City Police District (QCPD) Station 6 regarding Republic Act No. 11313, also known as the Safe Spaces Act. The law was enacted to address gender-based sexual harassment in public spaces, workplaces, educational institutions, and online platforms. Despite its implementation, incidents of harassment continue to occur, often due to limited public awareness and understanding. In response, QCPD Station 6 implemented seminars, information drives, social media campaigns, and coordination with barangays and Women’s Desks to strengthen community awareness. This study aimed to determine the level of awareness, effectiveness, perception, significant differences in awareness levels, and problems encountered in implementing these campaign strategies, as basis for an enhanced action plan. The study utilized a quantitative descriptive research design. A total of 50 respondents were selected through purposive sampling, composed of 30 community residents of Barangay Batasan Hills, 5 QCPD Station 6 personnel, and 15 Barangay Women’s Desk representatives. Data were gathered using a self-made structured questionnaire employing a Likert Scale. Statistical tools used included frequency, percentage, weighted mean, ranking, and Kruskal-Wallis H Test to analyze differences among groups. The findings revealed that respondents strongly agreed that the awareness campaign strategies were effective. Results indicated that campaigns successfully increased understanding of prohibited acts, reporting procedures, and individual rights under RA 11313. However, respondents also strongly agreed that campaign strategies still need enhancement for wider outreach. The Kruskal-Wallis H Test showed no significant difference in the level of awareness among respondents exposed to different strategies. The results demonstrate that QCPD Station 6’s awareness campaign strategies positively influenced public knowledge, perception, and understanding of the Safe Spaces Act. The strong agreement across all indicators suggests that the campaigns effectively educate the community about gender-based harassment and reporting mechanisms. However, the identified need for improvement indicates that continuous enhancement, stronger barangay coordination, expanded digital advocacy, and increased community participation are necessary.
