Abstract

The 5-minute response time policy of the Philippine National Police (PNP) is a key measure of law enforcement effectiveness and crime prevention. Quick police response helps prevent crime escalation and improves arrest rates. However, implementation is challenging due to traffic, limited manpower, and scarce resources. This study examined the effectiveness of the policy’s implementation in Barangay Holy Spirit under Police Station 14 in Quezon City. The study used a descriptive quantitative design with a survey questionnaire. Data were analyzed through frequency, percentage, weighted mean, and inferential statistics to assess perceptions and significant differences. Respondents were profiled by age, sex, and civil status. Implementation issues were identified, and an action plan was proposed to improve police response efficiency. Findings showed that most respondents were 34–41 years old, female, and unmarried. The policy was rated “Very Effective” in feasibility (3.53), crime prevention and control (3.55), and community satisfaction (3.61). Significant differences in responses led to the rejection of the null hypothesis. Despite positive results, issues were identified, including a shortage of patrol vehicles, limited resources for rapid emergency response, insufficient personnel, and lack of specialized training. The top priority project was distributing hotline numbers through posters, tarpaulins, and barangay bulletin boards. The paper finds that while the 5-minute response time is highly effective in Barangay Holy Spirit, issues regarding logistics and personnel capacity must be addressed to ensure the program’s sustainability. Strengthened coordination between the barangay and Police Station 14, additional patrol personnel, and improved community communication can further enhance efficiency. These efforts can help the Philippine National Police restore public trust, build partnerships, and maintain responsive, transparent service.
