Abstract

This study aimed to evaluate the effectiveness of barangay programs in addressing barangay disputes in Barangay Baesa, Quezon City. Specifically, it sought to assess the implementation of mediation, Katarungang Pambarangay, and the Lupon Tagapamayapa determine significant differences in respondents’ assessments, identify implementation challenges and propose a responsive action plan. This study used a descriptive quantitative design to assess the effectiveness of barangay dispute programs in Barangay Baesa, Quezon City. Data were collected from 50 respondents Barangay Officials, Tanods, and residents using surveys and questionnaires to evaluate compliance, challenges, and overall program effectiveness. Barangay dispute resolution programs in Barangay Baesa including mediation, Katarungang Pambarangay, and the Lupon Tagapamayapa are generally effective, earning high community trust and satisfaction. These programs provide accessible avenues for resolving conflicts within the community, helping maintain peace and order at the local level. However, challenges such as high population density, non-cooperation from some parties, low resident awareness, and delays in case resolution limit their full effectiveness. Addressing these issues requires improved training for program facilitators, stronger community awareness campaigns, and more efficient program management. Strengthening these areas will enhance the responsiveness of the dispute resolution system and ensure that all residents can benefit from fair and timely conflict resolution. The findings indicate that barangay dispute resolution programs in Barangay Baesa, Quezon City are generally effective. Mediation, Katarungang Pambarangay, and the Lupon Tagapamayapa were all rated Strongly Agree, reflecting strong community trust, satisfaction, and confidence in local conflict resolution mechanisms. Statistical results further confirmed that these programs significantly influence dispute resolution outcomes. The results also highlight opportunities to further strengthen implementation through enhanced staffing support, continuous mediator training, and expanded community awareness initiatives. By reinforcing these areas, the barangay can sustain and further improve the effectiveness and responsiveness of its dispute resolution programs.
