Abstract

Police checkpoints in the Philippines play a crucial role in maintaining public safety, deterring crime, and regulating traffic, particularly in urban communities under the supervision of the Philippine National Police (PNP). In high-density areas such as Fairview, Quezon City, the effectiveness of checkpoint operations significantly influences crime prevention, operational performance, and public trust. This study evaluated the efficiency of Fairview Police Station (PS-5) in conducting checkpoint operations from 2020 to 2023, focusing on response time, arrest procedures, adequacy of supplies, technology support, and inter-agency collaboration, while also considering respondents’ demographic profiles. A quantitative descriptive research design was employed using purposive sampling. Fifty respondents participated, composed of ten police officers and forty drivers with direct checkpoint experience. Data were collected through a structured survey questionnaire and analyzed using weighted mean, ranking, and the Mann–Whitney U test to determine significant differences in perceptions. Statistical analysis was conducted using IBM SPSS for accuracy and reliability. Results showed that checkpoint operations were generally perceived as highly effective across all indicators. Response time (3.68), arrest procedures (3.62), supplies (3.68), technology support (3.62), collaboration with traffic enforcers (3.64), and MMDA support (3.62) all received high ratings. Strengths included police visibility, preparedness, and equipment adequacy. However, concerns such as traffic delays, limited digital verification systems, and procedural inconsistencies were identified. A significant difference in perception between police officers and drivers was found, indicating varying viewpoints on operational efficiency. In conclusion, while PS-5 demonstrates strong checkpoint performance, improvements in digitalization, congestion management, transparency, and inter-agency coordination are recommended to enhance professionalism, efficiency, and public trust in checkpoint operations.
