Abstract

Republic Act No. 9262 provided the legal framework for protecting women and children in the Philippines, yet many abuse cases remained unreported due to lack of awareness. This study assessed the effectiveness of Police Station 13 personnel in implementing the law in Barangay Payatas A in terms of arrests, preventive measures, and investigative services, and examined whether respondents’ profiles influenced their evaluation of police performance. Using purposive sampling, data were gathered from 50 participants, including victims, women residents, WCPD officers, and BCPC members, through a survey questionnaire. Results indicated that implementation was generally perceived as highly effective, with barangay coordination receiving the highest rating. Significant differences emerged when respondents were grouped according to profile, and fear of retaliation remained the main barrier to reporting. The researchers advocated prioritizing victim safety through improved confidentiality, accessible support services, and stronger protection mechanisms such as restraining orders and safe houses. By addressing these challenges and encouraging further research on policy enhancement, the implementation of RA 9262 could become more resilient to the needs of vulnerable sectors.
