Abstract

This study focused on identifying the challenges experienced by the Bureau of Fire Protection (BFP) personnel in Bagong Silang, Caloocan City and how these challenges affect the efficiency of fire response operations. The study examined issues related to manpower shortage, community cooperation, training and skills development, and support programs for firefighters. A descriptive quantitative research design was used in the study. Data were gathered through a survey questionnaire from sixty (60) respondents, consisting of thirty (30) BFP personnel fifteen (15) CFAG/Fire Volunteers and fifteen (15) residents of selected barangays in Bagong Silang. Purposive sampling was applied, and the data were analyzed using frequency, percentage, weighted mean, and ANOVA. The findings showed that manpower shortage and lack of community cooperation are common challenges faced by BFP personnel. Training and skills development, as well as support programs, were found to be important in improving firefighters’ performance. The study also revealed that limited manpower, lack of equipment, inaccessible fire hydrants, community unawareness, and narrow roads contribute to slower and less effective fire response operations. Results further showed that BFP personnel have similar views on these challenges, while residents and fire volunteers have varying perceptions. The study concludes that improving fire response operations in Bagong Silang requires adequate manpower, continuous training, improved support programs, better fire safety facilities, and stronger cooperation between the BFP and the community.
