Abstract

This study was conducted to explore the implementation of Oplan Sita in Sitio Cabatuhan, Valenzuela City, with the aim of identifying ways to enhance its operational effectiveness. Oplan Sita is a crime prevention initiative of the Philippine National Police (PNP) that focuses on roadside inspections and police visibility to detect law violators, reduce crime, and maintain public order. Guided by the Routine Activity Theory, the study examined how visible law enforcement disrupted opportunities for crime by increasing guardianship and deterring motivated offenders. The research also sought to understand how the operation was perceived by both law enforcers and community members, recognizing that public cooperation played a crucial role in the success of police-led initiatives. The study employed a descriptive quantitative research design. Data were collected using a structured survey questionnaire administered to 50 respondents, consisting of 15 police officers directly involved in the implementation of Oplan Sita and 35 residents and vehicle owners from Sitio Cabatuhan. The findings revealed that the majority of respondents perceived Oplan Sita as very effective in preventing crime and enhancing public safety. Police visibility was widely recognized as a strong deterrent against criminal activities and traffic violations. However, several challenges were identified, including weather-related disruptions that affected checkpoint consistency and route avoidance by violators seeking to evade inspections. While assessments of overall crime prevention effectiveness showed no significant differences between police officers and residents, notable variations emerged in perceptions regarding law enforcement fairness and consistency of implementation. The results underscored the importance of visible police presence, standardized operational procedures, and strong community engagement in sustaining the effectiveness of Oplan Sita. The challenges identified highlighted the need for adaptive strategies to address environmental and behavioral factors affecting operations. Based on the findings, the study recommended continuous police training, strategic placement of checkpoints, improved communication with the public, and increased community involvement. Additional recommendations included providing rain gear for officers to ensure uninterrupted operations and utilizing social media platforms for public education and awareness.
