Abstract

Road traffic accidents remain a serious public safety concern globally and in the Philippines. In 2024, Metro Manila recorded 29,199 traffic incidents, highlighting the urgency of strengthening road safety efforts, particularly in urban communities. Barangay 174 in Caloocan City has implemented measures such as traffic management by barangay tanods, installation of road signages, and community awareness activities. However, the continued occurrence of accidents suggests the need to evaluate the effectiveness of these programs. This study employed a quantitative descriptive research design to assess the impact of road safety programs in Barangay 174. A total of 50 respondents participated, consisting of 20 barangay law enforcers selected through purposive sampling and 30 residents chosen through simple random sampling. Data were collected using structured questionnaires and analyzed using frequency distribution, percentage, weighted mean, and t-test to determine differences in assessments. The study was anchored on the Safe System Approach and guided by the Input–Process–Output–Feedback framework. Findings revealed that most respondents were male, aged 46 and above, single, college-level, and long-term residents of the barangay. Overall, respondents agreed that road safety programs provide fundamental protection. Barangay law enforcers rated the programs higher compared to residents. Poor road and sidewalk maintenance emerged as the most common problem. Participants emphasized the need for regular inspections, timely repairs, and improved street lighting in high-risk areas. The study concludes that while existing road safety programs offer basic protection, improvements are necessary to enhance effectiveness. Strengthening infrastructure development, improving communication strategies, and increasing active community participation are essential to achieving safer roads in Barangay 174.
