Abstract

Fire incidents remain a significant cause of property damage and loss in the Philippines, particularly in urban areas such as Quezon City. To address this concern, the Bureau of Fire Protection (BFP) implemented Oplan Paalala in early 2025, a fire prevention initiative aimed at strengthening community awareness and preparedness. This study assessed the effectiveness of Oplan Paalala at the BFP Bahay Toro Fire Station in enhancing fire safety within the community. The study employed a quantitative descriptive research design. Data were collected through a self-constructed survey questionnaire administered to sixty (60) respondents, consisting of thirty (30) local residents, twenty (20) barangay officials/tanods, and ten (10) fire officers/volunteers. Statistical tools used included frequency, percentage, weighted mean, ranking, and the Kruskal–Wallis H Test to determine significant differences in program assessment among respondent groups. Findings revealed that respondents strongly agreed that Oplan Paalala effectively enhanced fire safety awareness, preparedness, and preventive practices. However, key challenges identified included limited manpower and equipment, low public compliance, minimal participation in fire drills, and insufficient coordination among stakeholders. The results indicate that Oplan Paalala contributes positively to community fire safety initiatives. Addressing operational limitations and strengthening stakeholder coordination and community participation are recommended to sustain and enhance the program’s effectiveness.
