Abstract

This study examines leadership strategies in community policing to enhance peace and order in Barangay 176, Silang, Caloocan City. It evaluates how collaboration among barangay officials, police officers, and residents improves public safety, identifies existing gaps in current initiatives, and proposes adaptive leadership measures to strengthen sustainable and community-driven crime prevention efforts. The research employed a quantitative descriptive design with purposive sampling of 60 respondents, including barangay officials, community members, and police officers. Data were gathered through a validated self-constructed questionnaire using a four-point Likert scale. Statistical treatments included frequency, percentage, weighted mean, ranking, and the Kruskal–Wallis H test at = 0.05 to determine significant differences. Results showed that most respondents were aged 37–47, male, college educated, and had over five years of service. All program areas were rated “Agree”: community policing (WM = 2.75), youth engagement (WM = 2.71), and neighborhood watch (WM = 2.74). While strengths were noted in police visibility and approachability, gaps persisted in manpower availability, funding support, and sustained community participation. The findings indicate that community policing in Barangay 176 is moderately effective but constrained by manpower shortages, limited resources, and varying stakeholder perceptions. Significant differences among respondent groups highlight the need for stronger coordination and communication. The study recommends adaptive leadership, expanded partnerships, enhanced training, and continuous monitoring to achieve more sustainable peace and order outcomes.
