Abstract

City Ordinance SP-3131, Series of 2022 was enacted by the Quezon City Government to regulate tricycle passenger capacity and address growing safety concerns caused by overloading, particularly in densely populated barangays where tricycles remain a primary mode of short-distance transportation. Overloading has been associated with increased risks of road accidents, reduced vehicle balance and stability, passenger discomfort, and traffic congestion. In response, the ordinance sets clear limitations on the allowable number of passengers to promote safer road conditions and protect commuters. This study aimed to evaluate the effectiveness of the ordinance in Barangay Batasan Hills, Quezon City by examining the level of compliance among tricycle drivers, the level of awareness among stakeholders, the perceived contribution of the ordinance to public safety, and the challenges encountered in its implementation. A descriptive and explanatory mixed-methods research design was employed to obtain both numerical and contextual data from the community. Quantitative data were gathered through a self-constructed survey questionnaire administered to fifty (50) respondents comprising tricycle drivers, passengers, barangay personnel, and traffic enforcers. Qualitative data were collected through follow-up interviews to gain deeper insights into enforcement practices and compliance issues. Statistical tools such as frequency distribution, percentage, weighted mean, and t-test were used to analyze the quantitative data and determine differences in perception among respondent groups. The findings revealed that respondents generally perceived the ordinance as moderately effective in regulating passenger capacity and improving public safety. Compliance levels were rated moderate to high, with passengers reporting stronger observations of adherence compared to traffic enforcers, who noted occasional violations especially during peak hours. Awareness of the ordinance was satisfactory, particularly among barangay personnel and enforcers, although drivers and commuters demonstrated limited knowledge of specific provisions. While the ordinance contributes positively to road safety in Barangay Batasan Hills, its effectiveness can be further enhanced through stricter enforcement, continuous information dissemination, improved reporting mechanisms, and stronger coordination among stakeholders to ensure sustained compliance and long-term public safety improvements.
