Abstract

This study examined the role of the Lupong Tagapamayapa in the settlement of disputes in Barangay Bagbag, Novaliches, Quezon City. As a community-based conflict resolution mechanism under the Katarungang Pambarangay system, the Lupong Tagapamayapa plays a vital role in maintaining peace and order at the barangay level. The research aimed to assess the functions, processes, and procedures employed by the Lupon in mediating disputes, as well as to evaluate the challenges encountered in implementing its mandate within the community. The study employed a descriptive research design and was conducted in Barangay Bagbag, Novaliches, Quezon City. Respondents were residents who had experienced or were familiar with the services of the Lupong Tagapamayapa, selected through purposive sampling. Data were gathered using a structured questionnaire covering demographic profile, assessment of the Lupon’s functions (accessibility, impartiality, and capacity), and challenges encountered. Responses were measured using a five-point Likert scale. Descriptive statistics (frequency, percentage, and weighted mean) and inferential statistics (t-test or One-way ANOVA) were used to analyze the data. The findings revealed that respondents generally perceived the Lupong Tagapamayapa as accessible, impartial, and capable of facilitating dispute resolution within the community. While certain challenges were identified in the implementation of its role, statistical analysis showed no significant differences in the assessment of respondents regarding these challenges. This indicates a consistent perception among community members concerning the effectiveness and limitations of the Lupon’s case settlement functions. The results suggest that the Lupong Tagapamayapa remains an essential mechanism for grassroots conflict resolution in Barangay Bagbag. Its accessibility and structured mediation process contribute to maintaining community harmony. However, identified challenges highlight the need for continuous capacity-building, enhanced community awareness, and strengthened institutional support. Improving training programs, increasing public information dissemination, and reinforcing procedural guidelines may further enhance the effectiveness of the Katarungang Pambarangay system in promoting sustainable peace and order at the barangay level.
