Abstract

Maintaining peace and order at the barangay level is essential to social stability, protection of lives and property, and sustainable local development. As the smallest political unit in the Philippines, the barangay plays a frontline role in enforcing ordinances, implementing safety programs, and responding to crime-related concerns in coordination with the Philippine National Police (PNP). This study aimed to assess the state of safety and security within the barangay by gathering insights from key community stakeholders and evaluating the effectiveness of existing peace and order initiatives. The study utilized a quantitative descriptive research design. A total of 75 respondents were purposively selected, including 10 barangay officials, 10 barangay tanods under the Barangay Public Safety Office (BPSO), 30 civilian residents, 5 Homeowners Association (HOA) members, 5 Public Order and Safety Office (POSO) members, 5 private security guards, and 10 PNP Station 4 personnel. Data were collected through a structured survey questionnaire. Frequency, percentage, and weighted mean were used to analyze perceptions regarding the effectiveness of safety strategies and identify prevailing concerns. Findings indicated that the barangay maintains a generally effective level of safety and security. Respondents acknowledged visible patrol operations, consistent ordinance enforcement, and active coordination among barangay officials, tanods, and PNP personnel. Residents reported moderate to high levels of perceived safety. However, areas for improvement were identified, particularly in strengthening surveillance systems, improving inter-agency coordination, and enhancing community awareness and participation in crime prevention efforts. The results highlight the importance of collaborative governance and shared responsibility in sustaining peace and order. While existing safety programs demonstrate positive outcomes, continuous improvement in communication systems, resource allocation, and community engagement is necessary. Strengthening partnerships among security sectors and promoting proactive preventive strategies may further enhance public trust and ensure a safer barangay environment.
