Abstract

This study investigates the perceptions of criminology intern students regarding the impact of the Philippine National Police Memorandum Circular (PNP MC) 2022–076 on future law enforcement communication practices. As future law enforcement practitioners, criminology interns are expected to apply these standards in their professional roles, making their perceptions essential for evaluating the policy’s effectiveness and relevance. A quantitative research design was employed using a structured survey questionnaire administered to criminology intern students. The instrument measured respondents’ awareness, understanding, and perceived impact of PNP MC 2022–076 on key communication areas, including report accuracy, timeliness of information exchange, data security, and professionalism in official correspondence. Descriptive statistics and correlational analysis were used to analyze the data. The results indicate that the impact of PNP MC 2022–076 relies not only on formal guidelines but also on training, compliance, timely information sharing, accessible communication channels, and personnel competence. Limited use of formal platforms suggests inconsistent application, highlighting the need for practical exercises, policy-guided simulations, and secure digital systems to ensure effective law enforcement communication. The findings highlight that while criminology intern students generally recognize the value of PNP MC 2022–076 in promoting clarity, professionalism, and security in official communication, awareness alone does not guarantee consistent application. These discussions underscore that the effectiveness of communication reforms relies not only on policy issuance but also on sustained institutional support and continuous skills development among future law enforcement professionals.
