Abstract

Tricycles remain a vital mode of transportation in urban barangays in the Philippines, particularly in Barangay Payatas B, where they serve as an accessible and affordable means of mobility. Despite their importance, tricycle operations are often associated with traffic congestion, safety risks, and inconsistent compliance with traffic laws and local ordinances. This study examined the implementation of traffic laws and ordinances on tricycles in Barangay Payatas B, focusing on regulatory control, vehicle standards, user behavior, and sustainability. The study employed a descriptive quantitative research design. Data were collected using a validated survey questionnaire administered to fifty (50) respondents comprising twenty (20) tricycle drivers, twenty (20) community passengers, and ten (10) traffic enforcers. Statistical tools such as frequency distribution, percentage analysis, and weighted mean were used to analyze the data and assess the level of implementation and perceived problems in traffic law enforcement. Findings revealed that most respondents were aged 18–25 years old, predominantly male, and high school graduates. Results indicated that while awareness of traffic laws was generally present among tricycle drivers, compliance was inconsistent. Common violations included overloading, route deviations, and disregard for traffic signs. Passengers expressed safety concerns related to reckless driving and the presence of unfranchised or “colorum” tricycles. Enforcement of traffic ordinances was perceived as irregular, affecting overall compliance. The study concludes that the implementation of traffic laws and ordinances in Barangay Payatas B is only moderately effective. Compliance is influenced not only by awareness but also by consistent enforcement, driver discipline, and community cooperation. Strengthening regulatory monitoring, conducting continuous driver education, and promoting shared responsibility among stakeholders are recommended to enhance road safety, improve traffic order, and ensure sustainable tricycle operations in the barangay.
