Abstract

“Oplan Iwas Paputok” focuses on strengthening community engagement, conducting fire safety inspections, disseminating information through public awareness campaigns, and coordinating with local government units and other agencies to ensure strict enforcement of fire safety regulations. In a highly urbanized area such as Caloocan City, where residential communities are densely populated, and the effective implementation of such programs is crucial in preventing the fire outbreaks and areas for improvement enhancements. This study employed a quantitative approach. The descriptives design was chosen because the study aims to assess and describe the level of awareness of the residents of Barangay 177, North Caloocan City regarding the Bureau of Fire Protection (BFP) Fire Prevention Oplan Iwas Paputok. It does not attempt to control or manipulate variables but instead seeks to gather factual information on the participants’ knowledge, understanding, and perceptions of the program. The respondents’ assessment regarding the effectiveness of the Bureau of Fire Protection (BFP) in implementing Oplan Iwas Paputok in Barangay 177, North Caloocan City in terms of behavior. Among the indicators, the highest-rated statement was “I avoid using illegal or prohibited firecrackers because of Oplan Iwas Paputok” with a weighted mean of 3.65, verbally interpreted as Strongly Agree, ranking first. This indicates that the campaign has been effective in discouraging the use of illegal firecrackers among residents. The indicators “I remind or encourage others to follow fire safety regulations during holidays” and “Oplan Iwas Paputok effectively influences residents to practice safer celebration behaviors” both obtained 41 a weighted mean of 3.53, interpreted as Strongly Agree, sharing a rank of 2.5. Meanwhile, “I comply with fire safety rules enforced by the BFP” garnered a weighted mean of 3.52, interpreted as Strongly Agree, ranking fourth. The lowest-ranked indicator was “I participate in fire safety activities or programs conducted by the BFP” with a weighted mean of 3.40, still interpreted as Strongly Agree, ranking fifth. Overall, the findings indicate that the challenges encountered in terms of implementation of Oplan Iwas Paputok are manpower shortages, limited resources, enforcement difficulties, traditional practices, and community behavior, which together impact the program’s effectiveness during holiday season.
